Based on iftechfoundation#449 The "similar members" recommendation system has been dropped. The text explaning how it worked was still in the code, but this removes it entirely.

I want to contribute to the repository, so this is a small first commit and pull request to test things out.
It fixes Update the "Why did IFDB recommend these?" explanation, which suggests removing the "similar members" algorithm explanation from the How does IFDB pick games to recommend? popup, since the "similar members" recommendation system is evidently no longer in use.
The text explaning how it worked was still in the code, though it was hidden with PHP, so no one would actually see it. But I removed it entirely.
